Legislative Update 1/31/19

NAIFA

The Oregon Legislature began its second week of session and things are beginning to take shape.  The first week was dominated by informational hearings with agency heads reviewing their respective programs. This week the bills which are scheduled for hearings are mainly agency concepts which are non-controversial.  The big ticket items such as taxes, carbon cap and trade and budget will happen later in the session.  The next revenue forecast will be released February 27th, at that time the discussions on budget and taxes should get serious.

The cap and trade bill was scheduled to be introduced last Friday, but was delayed for undisclosed reasons.  It is now scheduled to be introduced on Thursday with hearings beginning the following week. 

On the labor front, a new issue has emerged.  The Senate Workforce Committee has been working on a concept dealing with workplace harassment.  When introduced in bill form, LC 1170 (concept attached) will likely become the highest priority for that committee.

Policy committees have until the end of March to work on bills in the original chamber so I expect next week they will begin to increase the pace of hearings and begin to start moving bills to the chamber floors for final vote.
